ADC0804 is quite a commonly used 8-bit analog to digital converter. It 's a single station IC, i.e., it may take just 1 analog signal as input. The step size may be corrected by placing the reference voltage in pin9. If this pin isn 't connected, the default voltage is the working voltage, i.e., Vcc. The step size in 5V is 19.53mV (5V/255), i.e., for each 19.53mV increase in the analog inputsignal, the output signal varies by 1 unit. To set a specific voltage level as the benchmark value, this pin is attached to half of the voltage. By way of instance, to specify a mention of 4V (Vref), pin9 is joined to 2V (Vref/2), thus reducing the step size to 15.62mV (4V/255).
